What to Wear in Syria as a Traveller

As of 17 September 2026, pack loose clothes that cover shoulders and knees. A headscarf is for mosques, not a street rule we can source. At the Umayyad, women are often handed a robe at the tourist door. Public beaches: a June 2025 tourism-ministry text asks for more modest swimwear; four-star hotels and private beaches are excepted. Men: a shirt when you are not in the water. This is packing, not a morality lecture.

Canada: at religious sites, dress conservatively. The UK FCDO, in Ramadan, says clothing that misses local dress codes may cause more offence, and to follow local codes. Syria’s tourism ministry did write a beach text. Dated 9 June 2025, reported by Reuters. That is the one sourced dress decree we can hang a suitcase on. It is also disputed by an official in the same article. Both lines belong on this page.

Both statements are on the record. Pack the covering suit; do not pick a fight with a guard over a headline.	A shirt when you are not swimming. No bare chest in hotel lobbies or restaurants off the water (same decree, Reuters).
Private beach, club, or hotel four-star and above	The same decree excepts these: “normal Western swimwear” generally permitted within public taste. Still walk the corridor covered.	Shirt off the terrace. The exception is the water, not the lobby.

This is not a demand that you look Syrian. It is how you get through a door without an argument.

What “dress code” means here

There is no tourist statute for jeans on Straight Street that we opened. There is a ministry text for public water, a Canada line for religious sites, and a mosque that hands out robes because that is how that door works.

Canada groups churches with other religious sites. Cover shoulders and knees. A headscarf is not the usual church-door ask the way a robe is at the Umayyad tourist entrance. Still do not walk in from the beach. Straight Street churches are working buildings, not costume sets.

Ramadan (FCDO): opening hours change; if a hotel serves food in fasting hours they may screen you from guests who are fasting; dress codes can be read more tightly. Idlib and other conservative districts are not this packing list. If you are going there, you already have a reason and a local who will tell you. Do not treat Damascus street photos as a forecast for the northwest.

Pack this

Two pairs of loose trousers or long skirts.
Tops that cover the shoulder. One extra layer for air-conditioned rooms and winter, if that is your month.
A light scarf that actually covers hair at a mosque door.
Closed shoes you can walk the souq in. Sandals for a hotel, not for the Umayyad.
For the coast: a covering swimsuit and a shirt or robe for the walk to the water. Men: trunks plus a shirt.
Nothing you would be sorry to see taken at a checkpoint. Phones get taken; so do opinions printed on a T-shirt.

Heat is real in summer. Loose cotton beats tight gym fabric on a Friday. Winter in Damascus is a fleece, not a resort shirt. Pack the modest set either way; add a layer, not a new personality.

Mistakes that bounce you at a door

Shorts at the Umayyad.
A bikini on a public beach, then arguing Reuters at the gate.
Bare chest in a hotel restaurant.
Assuming a headscarf is mandatory on every Damascus pavement, or that it is never needed.
Transparent dresses in the souq.
Packing only “resort” clothes because you saw a four-star exception.
