How to Hire a Guide in Syria
As of 17 September 2026, a licensed Syrian guide holds a Ministry of Tourism certificate and card under Law 29 of 2024. The card renews every three years. The ministry English site we opened had no public register; see the card, then email info@mots.gov.sy. Pay cash. We are not printing a US-dollar day rate. As of 17 September 2026, guiding is a licensed profession under Syrian Law 29 of 2024. The Ministry of Tourism issues a certificate and a guide card. Practising without both is prohibited (Article 3). The English ministry homepage we opened the same day — mots.gov.sy/en — had announcements and a contact email. It did not have a public licence lookup. So verification is physical, then a message to the ministry, not a Booking.com-style badge.

What Law 29 actually requires
We opened the full text. This is the tourist-facing slice, not a bar-exam.

The General Authority for Tourism and Hotel Training ran the first refresher course under Law 29 in 2026. The Media Line (4 August 2026) quoted the authority’s director: the course was virtual; 101 guides took it, including some outside Syria. That is evidence the three-year training rule is being used. It is not a public register of those 101 names.
How to verify the person in front of you
The ministry English site lists info@mots.gov.sy and telephone +963 11 227 0001 (contact page opened the same day). Use them.
- See the card. Name, photograph, language, expiry. A WhatsApp selfie of a card sent from another number is not the card.
- Match the mission. For ruins, Article 5 expects a certified mission from the ministry or a tourism directorate. Ask who issued today’s paper. A shrug is an answer.
- Email the ministry with the name as written on the card. Budget time; this is not an instant API. If you are hiring for tomorrow morning, the card in the hand is the check you actually have.

- Agree the day in writing. Hours, cities, car or walking, who pays tickets, what happens if a site is closed. Article 21’s band exists; we do not have the circular, so we will not guess USD.
Tourism police: the same Media Line piece says the Interior Ministry, with the Tourism Ministry, stood up a Tourism Police Department; first cohort 518 officers, graduated May 2026, deployed in Damascus, Rural Damascus, Aleppo, Homs, Latakia, and Tartus, tasked in part with stopping exploitation of visitors. We did not open a complaint URL. If something goes wrong in a tourist area, that is the uniform to look for. It is not a Western embassy.
Syria tours 2026, packages, and “budget”
Autocomplete asks for tours, packages, and a budget product. This page will not name competing operators and will not print their prices.

Mistakes that pay the wrong person
- Hiring the first Instagram account that says “licensed” and sending a deposit to a personal IBAN abroad.
- Skipping the card because the English is fluent.
- Treating a taxi driver as a guide at a ruin that expects a certified mission.
- Letting the morning become commission shopping (Article 5 forbids it).
- Printing a dollar rate from a foreign brochure and calling it the ministry band. We did not open Article 21’s decision; neither did you, probably.
- Assuming a licensed card is a safety rating. It is a labour licence.

Does a Syria tour guide need a licence?

What is a budget Syria tour?
In 2026 field language, usually a shared car, simpler rooms, and a licensed card — not a European coach product. A low cash figure is not proof of a licence. Law 29 fines unlicensed guiding. See the card. Pay cash. Skip the souvenir detour.
Can I just walk Damascus without a guide?
Yes, as independent city travel; that decision lives on the Syria solo travel page. A guide is for commentary, language, and sites that expect a certified mission. It is not a legal precondition for walking Straight Street. It is also not a safety rating. Country risk: the safety page.
How do I complain if a guide exploits me?
Law 29 forbids steering visitors into inflated prices and taking shop commissions. Fines in the 2024 text are in Syrian pounds. The Media Line reported a Tourism Police cohort of 518 officers from May 2026 in major tourist cities. We did not open a public complaint form. Start with the hotel desk, the ministry email info@mots.gov.sy, and the uniformed tourism police if they are present.
Should I pay a Syria guide by card?
Plan on cash US dollars. US State still says rely on cash rather than US-issued cards. Agree the figure on WhatsApp before the day. A deposit to a personal account in another country is a different product from cash at the end of a verified day.
Where do I find a licensed guide without a tour company?
There was no public register on the ministry English homepage we opened on 17 September 2026. Ask the hotel desk to produce a person who will show a card.
