Is Syria Safe to Visit in 2026?

No. Not in the sense your foreign ministry uses that word.

The United States, the United Kingdom, Canada, and Australia all tell their citizens not to go. Foreign tourists are still entering Damascus and Aleppo. Those two facts sit together. This page does not argue with State.gov. It says what the advisory means if you still intend to travel, city by city, and what cover you do not have.

What your government is saying

Open your page. The table is a snapshot from 17 September 2026, not a substitute.

None of those pages say tourism is illegal. They say the trip is on you.

What that means if you still go

An advisory is not a locked gate. It is a statement that your government will not back the trip the way it would back a trip to Jordan.

City-level, not a country slogan

US State says no part of Syria is safe from violence. That is the nationwide line. Tourists who still go are not spreading evenly across the map. They are in a small set of urban pockets. The pockets are not a green zone.

Is anywhere in Syria safe? Official Western pages do not name a safe city. "Where people currently sleep" is Damascus. That is occupancy, not a safety rating. Is it safe to travel to Damascus now? Same answer as the country, with more recent dated incidents in the centre of town. The café and the Four Seasons were not outskirts.

Terrorism, kidnapping, and ordinary crime

FCDO, retrieved the same day: terrorists are very likely to try to carry out attacks. Types listed include shootings, co-ordinated bombings, suicide bombs, vehicle bombs, rockets and mortars. Places listed as possible targets include hotels, cafés, restaurants, markets, religious sites, public squares, airports, border crossings, and residential compounds — which is most of a tourist day.

Kidnap: FCDO calls the terrorist kidnap threat very high throughout Syria, including of British nationals and other westerners. Some hostages have been killed. The reason you are there (tourism, journalism, aid) is unlikely to protect you. Canada: the risk of kidnapping, including of foreign nationals, has been increasing. US State: US citizens are a specific target.

Criminal kidnap for ransom sits next to that. Canada names southern Syria and tribal areas. Petty crime, robbery, and carjacking are up in most of the country (FCDO), which is the boring risk that still ends a trip.

Sectarian flashes remain likely (FCDO). Demonstrations can turn. Journalists and other foreigners face detention, phone confiscation, and harassment by armed groups and security forces.

Hospitals, roads, and the rest of a bad day

Canada: basic medical care and medicines are extremely limited. Large parts of the country rely on international organisations. You will likely need emergency medical evacuation for a serious injury. Evacuation can be difficult because of the security picture.

Smartraveller: the health sector is seriously degraded; if you are seriously ill you will need medical evacuation; it is expensive and hard to organise; Australia will not pay.

FCDO: electricity, internet, and cellular service are intermittent. Food and fuel can be scarce and expensive. Road travel is dangerous: poor maintenance, checkpoints, unexploded weapons, bad night driving. If you hit a pedestrian, you are likely to be held legally responsible.

Earthquakes are a named risk on the same FCDO page. That is geography, not politics, and it still matters in damaged buildings.

If you go anyway: a short risk list

This is not a way to make the country safe. It is what the official pages already tell people who ignore the headline.

1. Read your advisory the morning you fly, not the one from last month.
2. Get the insurer's answer in writing. If it is no, you are self-insuring.
3. Avoid government buildings, military sites, energy infrastructure, and places associated with US, Israeli, or Jewish interests (Smartraveller). FCDO also lists hotels, cafés, markets, and religious sites — so "avoid the target list" is not a complete plan. Shorten time in crowds. Do not linger at the ministry, the airport kerb, or a hotel driveway.
4. Carry copies of your passport photo page and visa (FCDO). Keep the original on you.
5. Stay on paved roads. Do not step into ruined buildings or off the tarmac.
6. Do not photograph checkpoints or security forces. Phones get taken (FCDO, on journalists; the same desks stop tourists).
7. Keep a way out. Airports and land crossings have closed during fighting (FCDO, Smartraveller, Canada). A ticket home is not a right of way if the airspace shuts.
8. Cash in US dollars. Cards are not how most of the country pays (FCDO).

Is Syria getting safer?

Visitor numbers are up. Syria's Ministry of Tourism counted 3.52 million arrivals in the first half of 2026, including 719,000 international tourists (Zawya, 21 July 2026). Canada notes a transitional government trying to dismantle armed factions. Those lines are true.

So is July 2026 in central Damascus. So is "terrorists are very likely to try to carry out attacks" on the FCDO page dated the same week as this draft. Safer than 2015 is not the same as safe to visit. Do not average a ministry press release with an IED outside the tourism ministry.

Is Syria safe for women?

Official pages do not publish a separate women's risk rating. They describe terrorism, kidnapping, and detention for foreign nationals, including tourists. If you hold a US passport

Level 4. US State names terrorism, kidnapping, and armed conflict, says no part of the country is safe from violence, and names US citizens as kidnap targets. The embassy in Damascus has been suspended since 2012; Czechia handles only limited emergencies (damascus.usis@mzv.gov.cz). The same State page still describes a possible tourist visa on arrival. That is an entry note inside a do-not-travel file, not a safety clearance.

Mistakes that turn a known risk into a worse one

• Reading "tourists are going" as "the advisory is out of date." The FCDO listed two Damascus bombings in July 2026 on the same retrieval day we opened the visitor figures.
• Picking Aleppo because Damascus had the headlines. Aleppo is not scored safer on any official page we opened.
• Assuming a hotel with a foreign name is outside the target set. The Four Seasons driveway was in the 7 July 2026 attack.
• Buying a policy online and not asking the Syria question. UK and Australian pages say the policy can be void.
• Treating the Czech or Romanian embassy as a travel clinic. They are emergency protecting-power desks with a narrow brief.
• Driving at night, or walking into a destroyed building for a photograph (UXO, FCDO).
• Posting real-time location from a café. You do not need a lecture; you need a delay.
