Can You Drink Alcohol in Syria?

You can drink in Syria. You cannot treat that as a pub crawl, and you cannot treat it as a nationwide “dry country” either.

As of 17 September 2026, the EU Agency for Asylum records that the transitional government did not impose a nation-wide legal alcohol ban. Reuters, 17 March 2026: the Damascus governorate banned alcohol from restaurants and bars, limited sale to sealed bottles for takeaway, and pointed that takeaway at predominantly Christian districts. Days later the same governorate issued a clarification on Decision 311 M.T.: hotels licensed by the Ministry of Tourism were not covered. Ask the desk what they will actually pour this week.

Western governments still advise against all travel. The UK FCDO lists cafés, restaurants, and hotels as possible terrorist targets and records a café bombing in central Damascus on 2 July 2026. Is alcohol legal?

Two facts sit next to each other. Do not collapse them.

Mohammad al-Abdullah of the Syria Justice and Accountability Center, quoted by Reuters the day of the decree, said existing Syrian law did not ban the consumption or sale of alcoholic beverages, and argued the city move sat badly against Article 12 of the 2025 Constitutional Declaration. The governorate, in its 22 March clarification as reported by Roya News, said Decision 311 was not new: it claimed to organise Legislative Decree No. 180 of 1952 and later decisions (34/1998, 46/2010, 38/2013, 41/2018). We did not open the 1952 gazette text itself. We opened the wire and the clarification.

EUAA, citing later reporting, says authorities partially reversed the Damascus ban after protests, with tourism exceptions and a policy review. A review is not a repeal we can date to today.

Can you drink, and where, without a bar list

Hotels with a Ministry of Tourism licence are the one channel the governorate named as outside Decision 311. That is the first question at check-in: do you serve alcohol to guests this week, in which room, in which glass. A tea glass of beer was a post-Assad workaround Reuters already recorded in March. It is not a legal theory.

Christian-majority quarters of Damascus — Bab Touma, Bab Sharqi, al-Qassaa — are the districts the March decree and the apology both named. EUAA adds Jaramana. Availability there has been licensed shops and sealed takeaway, not a promise of table service. We will not print a shop name. Walk those lanes for supper and churches: What to do in Damascus. Muslim-majority streets, Idlib, and conservative towns are the wrong place to look. EUAA: sales were already being restricted in Muslim-majority areas while Christians could sell in licensed shops, and no new licences were being issued as of the Danish DIS interviews in late 2025.

Arak and wine exist as crafts. UNESCO’s Syrian ICH assessment listed grape distillation among traditional foodways. That is heritage, not a cellar tour and not a bottle to pack out.

Borders, luggage, driving

EUAA, citing field reporting: there are no official import restrictions on the books it reviewed, and Syrian border guards routinely inspect personal luggage and confiscate alcohol. Duty-free in the last airport is not a plan. We are not citing tour blogs for this; treat it as dated practice until a member names a crossing that let a bottle through this month.

Canada: zero tolerance for alcohol in your system while driving. If you drink, you do not drive. Taxis and a driver you trust are a different page.

FCDO drugs line is separate and severe: possession can mean life imprisonment; trafficking can mean death. Do not confuse hashish with a beer.

Ramadan and public drinking

Canada, on the Syria advisory opened today: in 2027 Ramadan is expected around 7 February. In public, between sunrise and sunset, refrain from drinking, eating, and smoking. That “drinking” is water and tea as well as alcohol.

Reuters, same 17 March piece as the alcohol decree: a woman in Salamiyah (Hama) was arrested for breaking the fast; the prosecutor cited “violating public morals.” Employees of a bakery near Damascus were fired by the local council for the same reason. EUAA: in 2026, sporadic reports of people briefly detained or dismissed for publicly breaking the Ramadan fast.

The tourist week — hours, food, dress — is Visiting Syria during Ramadan. Do not drink in the street in daylight in that month. Do not argue a hotel screen.

Mistakes that get you a confiscation or a scene

• Treating Syria as Saudi Arabia (nationwide dry) or as pre-2011 Beirut (unrestricted bars).
• Naming a bar from a 2025 blog and going there.
• Packing duty-free as if the border owed you the bottle.
• Drinking in a car.
• Drinking in the street in Ramadan daylight.
• Assuming Decision 311 was fully repealed because of the apology.
• Assuming a tourism-hotel exception is a city-wide table-service right.
