Are drones legal in Thailand, or is there paperwork nobody mentions?

They are legal, but not simply. A drone must be registered with the NBTC within 30 days of arrival, and official advice puts the penalty for failing to do so at a fine of up to 100,000 baht, up to five years imprisonment, or both. That is a serious consequence attached to a step most visitors have never heard of.
