Is Songkran worth it, or worth planning a trip around avoiding?

Opinion splits harder on this than on almost anything else in Thailand. The same few days get described as the best thing someone has ever been to and as several days of being unable to move around a city with dry luggage or a working phone. Both versions are probably true depending on where you were and what you needed to do.
