Yes, you can stay for 2–3 months. Your husband enters on the Syrian passport, no visa. You and the kids, US passports, get the tourist visa at the airport on arrival. The first stamp is 30 days. Then you extend it at the Immigration and Passports office in Damascus, 30 days at a time, and that gets you to about three months. Do the extension in Damascus before the first stamp runs out.
On the second part I would wait until you are actually here and spend some time before you lock that in. People change their minds. But short version, yes, you and the kids can live here and get residency as long as he is Syrian.
Count whatever they print in the passport. Some people get 15 days not 30, so don’t plan month two on a number you have not seen yet. The office is the one in al-Merjeh / Immigration and Passports.
That helps, thank you. 30 days then extend in Damascus before it expires. We will look at the stamp when we land and not assume.

- US passport, trying to fly into DAM. Half the pages say visa on arrival, half say I need an agency letter first, and then people say the airline just will not let you on.
- Friend is Swiss, already in Amman, wants to cross at Nassib. Some pages tell him apply in advance, some say just pay at the border. The e-visa site is still dead when he tries it.
- Coming from Jordan, out through Lebanon, under three days. People talk about a cheaper transit stamp vs the full tourist visa. Embassy still points at a portal that does not load.
