Thailand visa on arrival: who still gets it

Visa on Arrival is a paid stamp bought at a designated Thai checkpoint by nationalities that are not visa-exempt. From 15 September 2026 it shrinks sharply: the Royal Gazette notices published on 31 August 2026 cut the VoA scheme to just three countries or territories. What changed on 15 September 2026

Visa on Arrival used to be a meaningful route into Thailand for roughly thirty nationalities. It is now a narrow one.

The Ministry of Interior notices were published in the Royal Gazette on 31 August 2026 and took effect on 15 September 2026. The Department of Consular Affairs at the Ministry of Foreign Affairs describes the VoA element plainly: the scheme is revised to reduce the number of eligible countries or territories to three.

That sits inside a wider principle in the same package — one visa exemption scheme per country or territory — which is why so many passports moved category at once.

Most people reading a VoA page in late 2026 do not need VoA. Establish this before anything else.

The three remaining VoA countries have been reported as Azerbaijan, Belarus and Serbia. The Thai government notice confirms the number three but does not publish the names in that English summary, so treat the names as reporting and the Gazette notice plus your embassy as the authority.

If you used VoA before, read this

This is the change most likely to cost someone a flight this month.

A traveller who used Visa on Arrival in 2024 or 2025 may now be in an entirely different category. There are three possible outcomes and they need different actions:

  1. You gained an exemption. VoA is now the wrong product for you. Do not queue at the VoA counter — enter on the exemption and file your TDAC.
  2. You kept VoA. Only three countries or territories did. Bring cash and documents as below.
  3. You now need a visa in advance. Apply from outside Thailand. An airline can deny boarding at your departure airport, which is a problem no amount of explaining at Suvarnabhumi will solve.

Indian passport holders are a frequent question here. Reporting through 2026 indicated India moving off VoA and onto the 30-day exemption. Because that is category-changing, verify it on the official checker for your specific document rather than acting on this paragraph.

What to bring if you genuinely are VoA-eligible

Counter practice is operational rather than published law. Missions and airport pages through 2026 consistently mention:

Missing any of these can mean the airline denies boarding even where Immigration might have been flexible. Carry them in hand luggage, not in a checked bag.

What VoA is not

  • It is not the old 60-day exemption. That scheme was revoked outright by this package.
  • It is not a long-stay route. If the plan is months rather than weeks, look at DTV, which is applied for from outside Thailand.
  • It is not a substitute for the arrival card. TDAC is required of every foreign national regardless of visa category, is free, and has a three-day submission window.
  • It does not change the stamp rules once you are in. Any extension applies to the permission actually written in your passport, not the category you believed you held.

Common mistakes

  • Queuing for VoA on a passport that now receives a free exemption.
  • Booking a ticket on a 2024 VoA country chart.
  • Arriving with card only when the fee counter takes baht cash.
  • Assuming a land border issues VoA. Not every checkpoint does.
  • Paying an agent to "arrange" a stamp that you either qualify for or do not.

Is visa on arrival the same as visa exemption?

No, and confusing them is how people miss flights. A visa exemption is free and granted automatically at the desk to listed ordinary passports. Visa on Arrival is a separate paid permission, applied for at a counter on arrival, and only for nationalities on the VoA list who are not covered by an exemption.

How many countries still get Thai visa on arrival?

Three. The Thai Ministry of Foreign Affairs states that the revision published in the Royal Gazette on 31 August 2026 reduces the Visa on Arrival scheme to three eligible countries or territories, effective 15 September 2026. What happens if I arrive and I am no longer VoA-eligible?

If your passport now needs a visa in advance, an airline can refuse boarding before you ever reach Thailand, and Thai Immigration can refuse entry if you do arrive. Neither is appealable at the counter. Apply on thaievisa.go.th from outside Thailand instead.

How much does Thai visa on arrival cost?

Embassy and airport explainers through 2026 commonly cite 2,000 THB, payable in Thai baht cash at the checkpoint. Treat that as a figure to confirm at the posted counter rate on the day, and do not assume a card terminal will be available.

Do I still need a TDAC with visa on arrival?

Yes. The Thailand Digital Arrival Card is an arrival form required of all foreign nationals entering by air, land or sea, and it is separate from any visa category. Submit it free on the Immigration Bureau portal within three days before arrival.
